The Literature on Capital Controls

Article Abstract:

Arguments for open capital accounts versus capital controls are discussed. Topics include the relationship between free capital movements and free trade, first-best and second-best arguments for capital controls, more sophisticated perspectives that go beyond all-or-nothing views, and gradual liberalization.
