Federal tax policy for the 1990's: the prospect from the Hill

Article Abstract:

New tax legislation in 1992 may dramatically change the tax system. Other factors will also contribute to changes in the tax policy of the late 1990s. Some economists believe that ineffective fiscal policies have led to slow economic growth and the recession, but the decrease in real consumption was the most likely cause. Tax relief may be appealing to the public, but this would represent the most flagrant violation of the principles of tax reform developed in 1986.

The 1940 system: Japan under the wartime economy

Article Abstract:

The current Japanese economy is an offshoot of the 1940s system that needs fundamental changes if it is to survive the current economic system requiring creativity rather than cooperation. The Japanese economic system is based on cooperation and this is not needed in the future rapid-growth economy as creativity is needed to discover new markets, new processes and new products.
