The shaping of economic policy at the regional level

Article Abstract:

This article examines the socioeconomic, natural and climatic conditions in the Russian region of Pskov Oblast as an example of the need for strong federal and regional economic policies in the Russian Federation in order to pursue economic development in a period of post-communist transition. Pskov Oblast is one of the more troublesome regions of Russia with mainly an agricultural economy, a sharp industrial decline with little potential for development, and few natural resources; however, the region has a high degree of infrastructure, low ecological risk, and low crime rates, all important conditions for business investment.

The problem of settling Russia's foreign debt

Article Abstract:

This article discusses Russia's management of its foreign debt, the governments budgetary plans, and its negotiations with the International Monetary Fund (IMF) and the G-7 countries; long-term and short-term perspectives of the situation are given. The payment and servicing of foreign debt under current credit agreement terms is addressed, with the authors asserting that Russia will only be able to pay down its debts once it sees a high growth rate of about 4-5% per year; the right-off of Russia's foreign debt is analyzed as a possible solution, as is refinancing with the IMF and a reduction of commercial debt.

Generalized conclusions from the experience of planning socioeconomic development in subjects of the Russian Federation

The practice of planning socio-economic development in 60 subjects of the Russian Federation is analyzed. The need for an integrated nationwide system of regional planning and, adequate scientific and methodological support for planning is expressed.
