Why are there returns to schooling?

Article Abstract:

Industrial and household productivity improvements have been recognized as a return to schooling. These returns assume that schooling improves productivity by securing better information access and enhancing methods for information processing. However, these returns are possible only when returns to learning are also present. Thus, returns to schooling require the extension of productive learning into technological innovations or market and political reforms.
