Why did the welfare rolls fall during the 1990's? The importance of entry

Article Abstract:

Both nationwide survey data from the Survey of Income and Program Participation (SIPP) and administrative data from California's Medi-Cal Eligibility Determination System (MEDS) are analyzed in order to provide some evidence on the importance of welfare entries. It was found that the welfare participation rates were declining due to decrease in entries, an increase in exits, or some combination of the two.
