Equality is best policy

Article Abstract:

The desperate need for a comprehensive funding system for postgraduate study is not satisfied by the loans scheme for postgraduates announced by the Midland Bank and the '94 Group of universities in early 1997. The scheme, prepared without any input from student representatives, could however be modified to provide a useful addition to the currently very limited range of funding options for postgraduate study. Nevertheless a well-designed public loan system that makes no distinction between subjects would be the most effective means of widening access to postgraduate education.

An analysis of the achievements and failures of Tony Blair's first two terms as Prime Minister of the UK. It is contended that Blair will enter history as a gifted politician whose ultimate failure lay in allying himself with the policies of the Bush Administration in the US.
