Is this our best Offa?

Article Abstract:

The MP for Nottingham North, the constituency in the United Kingdom that sends the smallest proportion of its young people to further and higher education, and a member of the standing committee on higher education analyses the government's plans to ensure "fair access" to higher education. It is argued that, under the existing higher education bill, the body that is supposed to ensure fair access, the Office for Fair Access, will not have the power to ensure that universities allow fair access to all students from all backgrounds and that the government needs to rethink its plans if a level playing field is to be achieved.

'Curb Offa or we won't back bill'

Article Abstract:

University vice-chancellors have threatened to withdraw their backing for the UK government's higher education bill if the government fails to formally restrict the powers of the planned Office for Fair Access (Offa). Under the current plans for Offa, universities will have to enter into access agreements before they will be allowed to charge top-up fees from 2006, and these agreements will commit the institutions to ensuring that non-traditional and underrepresented students get fair access, with fines for breaching the agreement.
