Students threaten 'angry autumn.' (higher education funding in Germany)

Article Abstract:

Germany's higher education budget has been strongly criticised for being insufficient and placing a large funding burden on poorer students via high-interest student loans. The minister for education, research and training, Jurgen Ruttgers, plans to allocate an extra 500 million Deutschmarks for research in 1996, although his overall budget has only been increased by 90 million Deutschmarks and many complain other areas will subsequently have reduced funding. Both universities and politicians oppose the student loan plan as loans are only taken out by 19% of students.
