FERC opens door to competition with mega-NOPR

Article Abstract:

The Federal Energy Regulatory Commission has signified its support for pro-forma open-access tariffs in the energy sector with the issuance of a massive notice of proposed rulemaking (NOPR). Under the NOPR, electric utilities will unbundle power sales from transmission for new contracts to promote competition in the industry.

Does FERC's NOPR support competitive aims of the Energy Policy Act?

Article Abstract:

Consumer advocates contend that the Federal Energy Regulatory Commission's Notice of Proposed Rulemaking undermines the 1992 Energy Policy Act. The latter aims to deregulate the electricity sector by forcing utilities to unbundle their systems and provide access to independent power producers.
