Network reliability is vital, but who's worrying about safety?

The new North American Electrtic Reliability Organization (NAERO) board must employ persons that possess knowledge on transmission line safety and design to ensure safety. The NAERO should also implement rules to make sure that changes concerning reliability and capability transmission system is safe.
