Public utility cuts the apron strings to BPA

Clark Public Utilities will no longer be dependent on the Bonneville Power Administration for electric power transmission when it opens its combined cycle plant in Sep. 1997. Clark also plans to enter into a power supply agreement with PacifiCorp.
