Energy regulators in Rhode Island implemented performance-based standards in an attempt to improve market competition and maintain low service rates charged by utilities. These standards prompted feeders to enhance customer service by providing tree-resistant wires and other measures.

Has Congress hampered utilities in the telecom market?

Article Abstract:

Pole attachment regulations restrain the entry of utilities into the telecommunications industry. The Telecommunications Act of 1996 contains 2 opposing sections that allow utilities to enter telecommunications, provided that utility poles may be used by the telecommunications sector.
