Terminal 5 at Heathrow Airport is the first project to implement the Major Ports Agreement (MPA). The MPA Forum, which was set up to drive forward the agreement is of the opinion that the role of the client is particularly crucial in adopting the MPA and that the forum has no powers to impose the MPA.
