Kyoto Protocol ratification on back burner

Article Abstract:

The Clinton administration has not yet submitted the Kyoto Protocol of the UN Climate Convention to the Senate for ratification two years after signing it. Government officials say they would only do so if developing countries commit to a 'meaningful' participation and that implementing the treaty is shown to be cost effective. For the Kyoto treaty to have an impact, 55 countries that contributed at least 55% of the total carbon dioxide emissions of the developed world in 1990 must ratify it.

Rely on a risk-based approach for resource-effective facility siting

Article Abstract:

A risk-based approach for addressing facility siting concerns is proposed. Facility siting refers to measures undertaken by the company to protect the occupants of industrial facilities from a fire, explosion or release of toxic chemicals. The risk-based approach is contrasted with a deterministic approach that can be very expensive because it assumes the occurence of a maximum credible explosion event.
