Article Abstract:

South Africa has a high-technology resource potentially more valuable than its oil and mineral deposits, which is a high-capacity fiber-optic undersea cable that connects the outside world. However, since the cable landed in the commercial capital of Lagos in December 2001, nothing has been done to connect the many businesses, schools and other entities that could benefit from it.

The feasibility of cool toys and technologies detailed by Vernor Vinge in his fictitious story synthetic serendipity in future is analyzed. The kind of seamlessness described by Vinge requires an area bristling with localizers and the idea of communicating without words in the story may seem to be far fetched but is under investigation.

There are two approaches to digital archiving, emulation and migration. With emulation, people move architectures backward in time by writing software that mimics and on the other hand with migration, archivists take documents created in an obsolete format, and simply convert them to the latest format.
