Article Abstract:

Increased funding for the Endangered Species Act to at least $100 million by 1996 is needed so that all species in the endangered list must be reviewed and protected. In addition, the worldwide Convention of Biological Diversity (CBD) should be ratified. The CBD has been signed by 153 countries including the the industrialized North but with the exception of US. It is expected, however, that US will eventually sign and make improvements in the CBD.
