Understanding human impact on the Baltic ecosystem: changing views in recent decades

Article Abstract:

The author advocates adoption of environmental policies for the Baltic Sea that allow for a certain degree of experimentalism. He argues that quantification and cause-and-effect research will delay needed action, and that management practices based on current data should be promptly implemented and monitored for their effects.
