Community enforcement of fisheries effort restrictions

Article Abstract:

The use of community sanctions to restrict effort in a simple Gordon-Schaefer style model of the fishery with heterogeneous fishing costs is discussed. The support of entry restrictions by low-cost fishers are more likely, while high-cost fishers will probably support quotas.

The price formation in one quota market and evidence that supports the use of quota prices to guide the setting of limits to commercial harvest are discussed. Information summarized in quota prices, complement the findings of stock assessment research in fisheries management.

Instrument choice in a fishery

Article Abstract:

The various choices of regulatory instruments in a fishery are considered. Heterogeneity of fishing captains is neither necessary nor sufficient to obtain regulations that fail to generate fishery rents.
