EPA region V set to approve Illinois emissions trading program

Article Abstract:

An emissions trading program which will assist the Chicago area in conforming with clean air ozone requirements is almost certain to be approved. It appears it will be approved by Region V officials of the Environmental Protection Agency in spite of a continuing investigation by the Inspector General into the lawfulness of the program.
