House prices during siting decision stages: the case of an incinerator from rumor through operation

Article Abstract:

A study was conducted to examine the evolution of the effects of a locally unwanted land use on residential property values over a period covering the siting process up to the operating life of the unwanted facility. The data was obtained form 2,593 single-family home sales in North Andover, MA. Construction of a waste-to-energy incinerator in the area was announced in 1978. The results show price responses to rumors of the facility. A strong price response was registered upon groundbreaking, and the distance premium persisted for seven years after the incinerator began operations.

Voluntary auctions for noxious facilities: incentives to participate and the efficiency of siting decisions

Article Abstract:

Voluntary auction efficiency properties are studied where the area's noxious plant is hosted by the city entering the low bid and the city compensated by receiving the high bid. Involvement in the auction is rational for each local environmental cost value if siting options are altered by compensating the host city when the noxious plant incorporates large scale economies in comparison with the distortionary compensation cost and the average cost to the local environment.

Siting noxious facilities:are markets efficient?

Article Abstract:

Issues relating to the siting of noxious facilities (such as jails and nuclear waste incinerators) are presented. Specific emphasis is placed on the political and economic aspects of siting, which can be influences by local pressure groups.
