Multioptions for grass diversion

Article Abstract:

The Council of State College Borough, PA, adopted a plan to include grass clippings from the area to the composting program of the borough. The project encourages constituents to either allow the clippings to lay in their yard or compost the materials in their own backyards. Another option open to the community is to bring their yard wastes to designated sites for collection. Collected yard wastes are transported and composted at the borough's composting facility. The resulting organic fertilizer is either used in the borough or given away to citizens to eliminate marketing problems.

Article Abstract:

The Clean Washington Center is a state-funded agency created to promote recycling and develop a market for recycled products. The center originated from a state legislation in 1989 aimed at providing local government and residents with strategies for solid waste management. Funding for the center came from state taxes. However, the legislation that created the center indicated a termination date to be effective on June 30, 1997. Now, the management staff for the center is contemplating privatization.
