Pennsylvania legislation addresses composting

Article Abstract:

Senate Bill 1966 introduced in the Pennsylvania Senate in Sep 1992, targets the composting of 30% of the state's municipal and residual waste by Jan 1, 1997. It also requires the Dept of Environmental Resources to set compost quality standards and a technical aid program for local governments, businesses and institutions involved in composting. Meanwhile, the California Integrated Waste Management Board submitted its Green Composting Regulations for public comment. It was made to regulate facilities handling not more than 40,000 cy with not more than12,000 tons of active compost on site at a single time.
