Public mechanisms to support compliance to an environmental norm

Article Abstract:

A study was conducted to compare the effectiveness of two public mechanisms of supporting compliance with environmental rules. One of the mechanisms is mandatory and imposed fines for noncompliance, while the other was voluntary and was supplemented by government efforts to reduce compliance costs. The results showed that an interplay of public effort and private effort affects the dominance of the voluntary compliance regime over the mandatory compliance regime.

Public technological aid to support compliance to environmental standards

Article Abstract:

An innovative cycle is achieved when public aid is awarded to firms striving to comply with emissions-control standards. Since direct enforcement is expensive, public aid should be used to help fund direct enforcement. Firms can then focus on adopting advanced technologies to provide less expensive indirect enforcement, which can then lead to newer, improved technologies.
