Transboundary pollution control in federal systems

Article Abstract:

A transboundary pollution problem model was developed to assess the efficiency of federal environmental policies in systems with two regional governments and one central government. Results showed that the empowerment of regional governments with pollution control measures was ineffective in federal systems with centralized leaderships. However, in regional governments which take the initiative in such programs, interregional pollution control measures do not have any adverse effects.

Decentralized and efficient control of transboundary pollution in federal systems

Article Abstract:

Federal governments can provide efficient, though decentralized, control of transboundary pollution when the social costs to population crowding are prohibitive. However, measures that would result in interregional income transfer may not be necessary to achieve the decentralized control of transboundary pollution or the efficient distribution of a population within a certain area.

An efficient mechanism to control correlated externalities: Redistributive transfers and the coexistence of regional and global pollution permit markets

Article Abstract:

An initial examination of the effectiveness of joint permit markets in controlling correlated externalities is done. Three important constraints are inherent in the control of transboundary pollution problems.
