Article Abstract:

The Federal government has introduced the 8(a) business development program to see incremental progress in helping Hispanics gain access to jobs, contracting opportunities, business financing. However, the General Accounting Office survey of 8(a) participants found that 86 percent of them joined the program primarily just to obtain contracts, although the program's primary focus is entrepreneurial training and development.
