Issues concerning community reactions against police brutality are examined. Ritualized public response is the predictable police-brutality dance on the part of the black community and the police force. The rebellion in Cincinnati following the police killing of Timothy Thomas, the 15th black male killed by Cincinnati police since 1995, reflects the need for change in American policing.
