Pros and cons of block grants

Article Abstract:

Congress is proposing new legislation for food and nutrition programs, particularly the issue of funding for these programs. While Congress seems inclined to retain federal funding for school feeding programs, funds for other programs might be transferred to the states in the form of block grants. A contested issue, however, is how much authority for program implementation decisions should Congress give to the federal government versus letting the states decide how to use the block grants.
