'This is more than a budget issue.'

Article Abstract:

American Legion National Commander Thomas P. Cadmus says that Veteran Affairs (VA) should not concentrate on core constituency, as the term "core constituency" is only a political invention. He makes a call for the veterans to rally together, get their local communities onboard and demand the federal government live up to its moral obligations.

Wanted: reality check for VA budget

Article Abstract:

The Dept of Veteran Affairs will receive a slight funding increase in FY1999 after years of fiscal restraints. The VA began reorganizing its medical operations in 1997 to maintain service levels through streamlining.
