Discounting inside the Washington D.C. Beltway

Article Abstract:

An analysis of discounting inside the Washington D.C. Beltway has concentrated on how the choice of discount rate can have a significant impact on policy choices. Attention has been given to the underlying issues in selecting an appropriate discount rate and to the range of discount rates used by Washington policymakers and the biases they frequently produce. Most of the policy analysis within the Beltway underestimates the significance of risk assumed by the government by discounting future uncertain net benefits at a very low rate. In the case of measuring the economic displacement attributable to various government programmes, private market returns are frequently discounted using a much higher rate.

Half-walls between us

An international development worker on assignment in Eritrea was given a house where the walls reached only the level of her head. The dwelling reflected the lack of secrets in the kind of community she lived in. It taught her that God calls for people to reach over half walls and be seen.
