Article Abstract:

Precise language establishing constitutional reclarification of the line between 'public' and 'private' in the form of an amendment may be the best way to end the economic war between the states. Promotion of such an amendment should come from the states themselves. Such an opportunity is possible, since there is increasing awareness among a critical mass concerning the harmful effects of the incentive wars.
