Government needs to weigh the gains of promulgating a tighter air-quality standard against the costs before revising the Clean Air Act's fundamental objective. The EPA should revise the law's standard when clinical and epidemiological studies show that exposure to ozone should be considered an adverse health effect. Otherwise, government should spend attention and resources on more pressing environmental and public health problems.
