Should legal immigrants be eligible for Federal Government assistance

Article Abstract:

The US Congress has made it the legal responsibility of the sponsor to look after the legal immigrant they have sponsored. They must pay the government for any federal aid received by the immigrant. Some $23.8 billion will be saved due to these changes to the welfare bill. Until an immigrant has paid social security payments for 10 years or has become a citizen the conditions under the welfare reform will continue. But changes to the bill will affect older legal immigrants, who will not receive benefits. Many have worked for years in the US but have not become citizens.
