The end of the Cold War has fueled a debate on what type of armed forces the US should maintain. There have been many proposals from different groups such as the National Guard Assoc and the Center for Defense Information. However, the proposals that have received much attention come from Gen Colin Powell, chairman of the Joint Chiefs of Staff and Rep Les Aspin, chairman of the House Armed Services Committee.
