A system on the brink

Article Abstract:

California cares for some 14 million of its poorest, sickest and most vulnerable residents through a series of programs known collectively as 'the safety net'. This system, chronically under-funded and in a number of regions barely able to deliver its legally mandated medical care to patients, is in many ways as vulnerable as the residents it serves.

The article examines possible causes for dramatic cost increases in California's workers' compensation system. Topics scrutinized include deregulation, fraud, and the role of the economy. An integral and sometimes controversial part of the government process in California are lobby firms whom, apart from other functions, assist a variety of groups through the legislative process. Five of California's largest lobby firms, based on client payments, are profiled.
