Campaign finance reform

Article Abstract:

Campaign finance reform advocates for a quarter century operated in a cage called Buckley, the shorthand name for the U.S. Supreme Court's landmark 1976 ruling in Buckley v. Valeo. In an unsigned opinion, the justices said the constitution permitted contribution limits, but not mandatory spending caps, restrictions o0n candidates' expenditure of personal funds or limits on spending by independent committees.

The money game

Article Abstract:

Homeland security is just one more expensive unfunded mandate given to the states by the federal government. Unfunded mandates are federal laws that require states to provide services without providing funding. The federal government often cuts federal costs by passing them to the states, who then often pass them on to local governments.
