Commerce: Lean in Overhead, Expanding in Efficiency and Definitely under Control

Article Abstract:

The Department of Commerce has long been a disorganized unfocused department. Malcolm Baldridge began instituting change when he was appointed secretary. A massive administrative study was ordered and implemented. He incorporated long-term goals for every element of commerce. All changes are monitored and measured against common sense targets. The success at the Commerce Department indicates that much of government can be better managed at less cost. The employees in the Department have a higher morale with the success of the quiet revolution. The twenty long-term goals have created a formal strategic planning mechanism. Regional administrative support systems service the 16,000 employees in the fields around the country. Grants and loans have been regularized. A new payment system for employees has also cut costs and improved efficiency.
