Counties in crisis

Article Abstract:

The crisis enveloping the entire administrative machinery of Los Angeles and Orange counties, CA has brought the relationship between state and local government under strict review. Los Angeles County was on the verge of terminating its public health-care system, and Orange County is the largest municipal division of the nation to declare bankruptcy. Political analysts believe that the ratification of Proposition 13 in 1978 and property tax shift from municipalities to the state are mainly responsible for this crisis because revenues go to the state while services are a local responsibility.

Los Angeles' longtime contender finally climbs the ladder

Article Abstract:

Zev Yaroslavsky, the new Los Angeles county supervisor, can set an example for multi-ethnic compatibility by successfully establishing a working coalition with his council members of various ethnic backgrounds. Yaroslavsky's career as Los Angeles city councilman spanned over 19 years, when he proved his economical prowess. A conservative economist and a progressive social thinker, Yaroslavsky plans to levy taxes on liquor, tobacco, guns and redirect that money to health care, and also tries to limit donations for electioneering.

Newly elected controller was one Democrat who bucked the 1994 tide of defeat

Article Abstract:

California's new state controller, Kathleen Connell, is one of the few Democrats who survived the anti-Democratic wave of the Nov 1994 elections. She is a conservative economist and a businesswoman without a strong political background, and used her own resources to win the elections. Connell's party men suspect that she may sympathize with some aspects of Republican policies.
