Diversity in higher education: minority youth have made great strides over the past decade

Article Abstract:

The educational policies of California have been successfully implemented, as a record number of students from poor ethnic minority communities, especially Hispanics, are entering college. Around 71, 464 Hispanic students graduated in 1993, as against 38,600 in 1983, and students from Asian communities are also improving their standard in education. This success in educating the underprivileged is a result of various comprehensive programs adopted by the universities. However, financial difficulties and antipathy toward immigrants are some of the problems hampering this progress.

Article Abstract:

Proposition 13 which was adopted in the late 1970s and Proposition 187 which received the approval of the public during the general elections of 1994, reveal the fact that Californians are spending less and less for their education while giving more attention to reduce property taxes. The tax revolt had successfully cut property taxes but the state had to simultaneously reduce spending in education especially in the case of ethnic minorities. Proposition 187 has only aggravated the situation by making it impossible for illegal immigrants to educate their children.

California dream in crisis

Article Abstract:

The fiscal crisis of California which involves a drastic budget shortage in 1995 will hamper the fulfillment of California's dream which emphasize the need to identify the causes of this fiscal crisis and find solutions. Several studies are being conducted in this area that include both the government and the public. The California Business-Higher Education Forum has integrated these studies conducted by several institutions and have reported a reform consensus.
