Article Abstract:

A basically favorable view of the allocation function of a pay-as-you-go (PAYGO) pension system is presented. It also demonstrates that only a moderate PAYGO system can be defended, since the adverse effects on human capital investment decisions create second-order welfare loses that counteract the first-order gains from the insurance and enforcement effects.
