Educational vouchers, welfare effects, and voting

Article Abstract:

Vouchers create a positive effect on family welfare whenever public educational quality is stable and publicly-financed educational expenditures are low. Approval of a voucher by voters remains possible only if it lessens taxes. Under an endogenous public educational quality, a voucher may enhance quality by lessening the tax cost of quality. It will be approved by voters if it enhances quality and lessen taxes during the pre-voucher public education level.
