Efficient private provision of public goods by rewarding deviations from average

Article Abstract:

An incentive scheme for increasing private contributions to public goods is proposed, wherein government should reward and punish deviations from the average contribution by an appropriate factor. Under the scheme, an incentive for keeping up with the average contribution is created by taxing and subsidizing deviations from the mean contribution. This scheme results in a unique private contribution equilibrium. It also involves relatively minimal, or even zero, government payments in equilibrium.

Commodity tax harmonisation and public goods

Article Abstract:

The welfare effects of the European Commission's proposed commodity tax harmonization are examined. The theoretical analysis extended a previous study that considered tax revenues channelled into public goods instead of being returned to the consumer as a lump sum. Tax harmonization offers social benefits under the assumption of conditional revenue neutrality, and transfers between governments and consumers.
