Observability and choice of instrument mix in the control of externalities

Article Abstract:

A system of Pigouvian taxes is effective in controlling externalities in the environment if information on individual emissions is accessible. On the other hand, ambient taxes are ideal for controlling non-point source pollution based on information on ambient pollution. The efficient regulatory method for non-point source pollution is shown to be a combination of Pigouvian and ambient taxes under uncertainty. Business enterprises that report their emissions are charged with Pigouvian taxes instead of a lower ambient tax. This makes it possible to slowly convert non-point source cases into point source cases.

A utility-consistent, combined discrete choice and count data model: assessing recreational use losses due to natural resource damage

Article Abstract:

Recreational use damages due to the 1989 Exxon Valdez oil spill disaster in Alaska were estimated using a utility-consistent, combined discrete choice and count data model. Results revealed that the recreational use value damages caused by the disaster reached up to around $3.8 million in 1989, but this decreased considerably in the following years. This suggests that the by 1990, the disaster's impact on recreation has become minimal. Results also stressed the importance of the correct restriction of site substitution patterns to avoid overestimation of losses by the model.

Fundamental irreversibilities in stock externalities

Research exploring the possibilities of reaching a balance between irreversibility effects and risk aversions in the process of managing pollution control investments is presented. Particular attention is given to stock externalities.
