Pan-European integration: a real or imagined community?

Article Abstract:

The main obstacles that the European Union (EU) faces in adopting a Pan-European approach to integration involve security issues and social and political preconditions to deeper economic integration. Expanding the EU to encompass Central and Eastern European nations will require addressing the social and political differences between East and West. The changing security climate and the relationship between the EU and NATO must also be considered. Efforts by core EU nations to deepen their integration suggest that multiple tiers of integration may result.
