Political turnover and economic performance: the incentive role of personnel control in China

Article Abstract:

A study examining the performance of local political leaders in China between 1979 and 1995 is presented. The study indicates that the leaders who showed good economic performance were more likely to be promoted than those who failed to impress with the economic performance. The average performances rather than annual performances of the leaders were considered for promotion. Based on such evidences, it is concluded that political incentives play a role in personnel control in China.
