Public sector outsourcing: A modified decision model

Article Abstract:

The objective of public sector outsourcing is to move the government entity toward a more optimal use of its limited resources and, thereby, improve its effectiveness. The discussion on how information and its usage of constrained resources may be integrated into a traditional activity-based costing (ABC) system to allow administrators to better assess the economic consequences of their outsourcing decisions is presented.

To improve financial reporting capability, activities to be taken up are data reconciliation and cleanup efforts, establish automated reporting tools and processes, implement automated interfaces and establish web-based data collection tools. This will help meet the needs of users, managers, outside stakeholders and increase internal and external customer satisfaction.

Advancements in statistical analysis are emerging at an amazing pace and government agencies are taking full advantage of new approaches in evaluating random samples. The new approaches, which are more efficient and could potentially raise tax revenue, are described.
