Should carbon tax be differentiated across sectors?

Article Abstract:

Carbon tax should be equal for all fossil-fuel users in countries cooperating to reduce carbon dioxide emissions as long as these countries are allowed to use import and export tariffs on all carbon-intensive goods traded. If not, carbon tax should be differentiated across different sectors in the economy. Merely imposing a high carbon tax in cooperating countries would simply shift the production of carbon-intensive goods to countries that have no climate policy.

Immigration quotas and skill upgrading

Article Abstract:

The effects of immigration on skills of the electorate are analyzed in the context of United States. Immigrants can obtain voting rights and shape the policies of the country. A model evidencing a trade off between the skills upgrade and the political power is presented.

Population mobility and transboundary environmental problems

Article Abstract:

An efficient outcome can be obtained with perfectly mobile population even if there is no policy co-ordination or environmental agreement between regions. With this, it is possible to analyze transboundary pollution without much assumption.
