State budget crisis: the perfect storm

Article Abstract:

The states in U.S. are facing a perfect storm: deteriorating tax bases, an explosion in health care costs, a virtual collapse of capital gains and corporate profit tax revenues, no capacity to support commitments of medicaid and state tax systems. It is reported that some take this issue with criticisms and some believe there is a silver lining to the budget hanging overhead.

Cost management in the public sector: a case for functional cost analysis

Article Abstract:

The functional cost analysis is reviewed and its application to the public sector is discussed, in which a public transit system is used for illustrative purposes. The procedure by which the technique may be used to identify areas of possible cost reductions is also demonstrated.

State budget update: Have states turned the corner?

Article Abstract:

'The Fiscal Survey of the States' April 2004 report stated that the U.S. states have entered a permanent state of fiscal crisis. The 2005 budgets of the states reflect modest increases in spending and a struggle to balance anemic revenues and pent-up expenditure needs.
