The Minister's Staff: The Need for Reform

Article Abstract:

There has been increased attention on permanent public servants who have had greater impact on the policy process in government than is desirable. Attention is focused on staff help to ministers in the area which would increase ministerial capacity in policy direction of the department as well as policy servants. Possible resources for ministers are analyzed, as are the responsibilities and backgrounds of many ministerial businesses. Problematic areas of current arrangements are identified, and reforms are suggested which do not require great structural change to implement in the current public administration system. Ministers now have a yearly exemption for staff of over two hundred thousand dollars.

Rearranging the deck chairs: a political economy approach to foreign policy management in Canada

Article Abstract:

The purpose of this paper is to analyse the 1982 reorganization of the Canadian government's institutions and processes of foreign economic policy. The paper argues that the reorganization is most fruitfully seen as a response to changes in the international political economy, and an attempt to link foreign economic policy to domestic industrial strategy. The Mega-Project Episode and the Formulation of Canadian Economic Development Policy

Article Abstract:

Mega-projects emerged in Canadian public policy in 1981 and 1982. The policy procedures of the mega-projects are analyzed. The structure of the National Energy Program (NEP) was considered a greater factor in policy than economic development in that period. A graph of resource product trades from 1953 to 1980 is included.
