The demand for education with 'power equalizing' aid: estimation and simulation

Article Abstract:

An econometric prototype of educational expenditure included the consequences of a power equalization formula changed to embrace front end grants and omit recapture. The individual budget constraint was derived in these conditions, while the tax price and full fiscal income were derived from the community budget constraint, the individual tax constraint and the state aid formula. The structure of the individual budget constraint was found to be dependent upon the structure of the state aid formula.

Economic incentives and political institutions: spending and voting in school budget referenda

Article Abstract:

A model describing the relationship between public education spending and referendums is analyzed. The model assumes that resource allocation in the public sector is influenced by economic and political factors. Data covering school budget referenda in 544 New York school districts for schoolyear 1975-1976 are presented. Analysis shows that spending is affected by federal aid to education and referendum constraints.
