The provision of local public goods and factors in the presence of firm and household mobility

Article Abstract:

The activities of a decentralized government in a federation made up of a large number of small jurisdictions are examined. The study considers a setting where the local governments deliver local public goods and local public factors and where businesses and households are mobile. Results suggest that competitive equilibrium is socially efficient if jurisdictions operate in a perfect competitive environment, have adequate policy instruments and can stop the outflow of rents to absentee land owners. An optimal intervention plan is formulated for the scenario when there is a rent outflow.

Trade-offs in the spatial model of resource allocation

Article Abstract:

Arrow's (1963) impossibility theorem is analyzed within a standard public choice framework where the array of acceptable individual preferences is naturally limited. This theorem holds that a social function is dictatorial if it meets the Pareto criterion, offers independence of impertinent alternatives and has transitive values. The results suggest that if the last two characteristics are present, dictatorship cannot be avoided without sacrificing efficiency.

Tiebout and redistribution in a model of residential and political choice
